Press release about Spain
In 2001 the Spanish group of the Medicines crossing borders project (Prosalus) presented a proposal to all
the Parties in Congress. The proposal asks for including into the Law of Drug the following paragraph: “Guidelines for Drug Donations of World Health Organization (WHO/EDM/PAR/99.4) shall be respected when
sending medicines to developing countries”.
This proposal was finally taken to Parliament by the Socialist Party as a proposal of Law, and at the same time a Proposal not of Law asking the Government to push
the same measure in the European institutions during the Spanish Presidency of the EU was presented.
Both proposals were accepted by all Parties but the Popular Party, which has absolute majority, and
therefore the proposals were rejected.
According to the representative of the Popular Party, Spanish cooperation already respects the Guidelines (which is not exactly true) and for the European level, they
consider this issue should be discussed at ECHO.
After this reaction the lobbying strategy needs to be changed and move the debate towards the Commissions of Development, both at the Spanish and European
levels.
There is another initiative in the lobbying and advocacy work for the Spanish Presidency: Prosalus has asked the Spanish Ministry of Health to include a resolution about the ratification of the
Guidelines for Drug Donations in the agenda of the Council of Ministries taking place in June.
